Clearer replies when Wallu can't find an answer

When Wallu can't find an answer, it no longer says it is "only authorized to discuss documentation" - it says it couldn't find anything and points people to your staff.

Servers that never edited these messages get the new wording automatically, messages you have edited stay as they are. You can change them on the Messages page.
